California Anti-Declaw Bill, AB 867, Approved by Senate and Assembly –
September 9. 2025 –
California Anti-Declaw Bill AB 867 passed with a 60-0 vote by the California Assembly in a concurrence floor vote. AB 867 passed the Senate floor on September 8, 2025 with a 36-0 vote. The bill now goes to the Governor’s desk. When signed, it will make nontherapeutic declawing illegal in the entire state. The bill is authored by State Assemblymember Alex Lee and was maanged in the Senate by Senator Jesse Arreguín.
The bill was sponsored by The Paw Project, and co-sponsored by Animal Legal Defense Fund, Humane Veterinary Medical Alliance, and Humane World for Animals.
