Delaware Anti-Declaw “Landlord” Bill, HB 386, Signed by Governor –

October 26, 2022 –
Delaware landlords can no longer require tenants’ cats be declawed as a condition of tenancy after Governor John Carney signed House Bill HB 386. The bill’s author was Representative Paul S. Baumbach. The bill would make nontherapeutic declawing illegal. The Paw Project was a supporter of the bill a drafted the orginal language used in this bill.

Delaware is the third state to pass such a bill, after the Paw Project-sponsored bill SB 1229 (2012) and a similar Rhode Island bill S 0177 (2014)>.
